Aim and Scope
- Identifying scientific potential and strengthening the scientific standing of employees of JSC "NIIAS", companies within the Russian Railways holding, transport enterprises, and higher education institutions, in accordance with the strategic directions of ensuring a unified state policy in the field of artificial intelligence development in general and in transport, in particular.
- Reflecting in the open press and promoting innovative and scientific-technical achievements of employees of JSC "NIIAS" and affiliated organizations in Russia and abroad in the field of intelligent transport.
- Organizing open scientific debate to improve the quality of engineering and dissertation research in the field of transport, enhance the effectiveness of expert evaluation of scientific works, and ensure transparency and openness in covering the research topics of organizations engaged in research activities.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Archiving

Peer-Review
- Type of Review
- Single-blind peer review: the names of reviewers are not disclosed to the authors.
- Reviewers are members of the Editorial Board or invited leading specialists in the subject area of the article.
- Timelines
- The review period shall not exceed 2 weeks.
- The period for revising the article in accordance with comments shall not exceed 1 month.
- Possible Reviewer Decisions
- Accept the article as submitted;
- Accept the article with minor revisions (no re-review required);
- Revisions required, with a second review by the reviewer on the possibility of publication;
- Substantial revision of the article is required, with re-review;
- Reject the article.
- Responsibilities of Reviewers
- Assess the novelty, reliability, and relevance of the article to the journal's subject area.
- Check for plagiarism and correctness of citations.
- Maintain confidentiality (prohibition on disclosing information about the article and using the data for personal purposes).
- Decline to review in the event of a conflict of interest.
- Final Decision
- A positive review does not guarantee publication. The final decision is made by the Editorial Board.
- In disputable cases, the decision rests with the Editor-in-Chief, who may appoint an additional review.
- Document Retention
- Original reviews are stored in the editorial office for 5 years.
- Copies of reviews are provided upon request from the Ministry of Education and Science or the Academy of Sciences.
Publishing Ethics
- Responsibilities of the Editorial Office and Editorial Board
The Editor-in-Chief, members of the Editorial Board, and the editorial office are required to:
- Ensure impartial and objective consideration of submitted articles, regardless of the authors' place of work or residence, their religious, ethnic, or political affiliation.
- Respect the scientific views of the authors, and in no way disclose information about articles submitted to the journal for consideration.
- Select reviewers from among qualified specialists in the relevant field of science and not disclose their personal data.
- When selecting reviewers, avoid known or potential conflicts of interest that could lead to biased consideration of the article.
- Not use in their own work any data, results, or their interpretation from articles submitted for publication without the authors' consent.
- Upon receiving well-founded evidence of the publication of erroneous data, inform readers accordingly by making appropriate corrections or comments.
- Responsibilities of Reviewers
Reviewers, by agreeing to review an article:
- Undertake to consider it impartially and objectively, assessing the novelty and reliability of the data presented, as well as its relevance to the journal's subject area and current scientific standards.
- Must note any identified plagiarism or duplicate publication of the same materials, and check for the presence of necessary references to previous works.
- Must not disclose information about articles submitted for review.
- Must decline to review in the event of a conflict of interest or if such a conflict becomes apparent during the review process.
- May not use in their own work any data, results, or their interpretation from the reviewed article without the authors' consent.
- Responsibilities of Authors
Authors of the journal are required to adhere to the following principles:
- Bear full responsibility for the accuracy of the submitted materials.
- Avoid plagiarism, simultaneous submission, or duplicate publication of the same materials.
- Include references to previous works, databases, and other information sources in the article, and indicate sources of financial support.
- Include as co-authors all persons who made a sufficient contribution to the research, and exclude those who did not participate in the work.
- Guarantee that the article does not contain information constituting commercial or state secrets.
- Respond to reviewer feedback, comments, and recommendations during the editing stage in a timely, courteous, and substantive manner.
- Notify the editorial office of any errors found in submitted or published materials, and, if possible, make corrections.
- What the Journal Does NOT Publish
The journal does not accept for publication:
- Materials that do not correspond to the journal's subject area.
- Materials previously published in other publications.
- Articles that contain no new information compared to previously published works.
- Articles with factual, metrological, mathematical, or other errors.
- Information and announcements not related to scientific activity; literary, artistic, or journalistic works.
- Materials containing information constituting commercial or state secrets.
- Materials containing insults, defamation, or knowingly false information.

Author fees
Publication in “Intelligent transport" is free of charge for all the authors.
The journal doesn't have any Article processing charges.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Intelligent transport" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
The editorial board of the “Intelligent transport" allows authors to post the manuscript as a preprint before submission for review and to archive independently their articles in disciplinary and institutional repositories.
Preprints
The editorial board of the “Intelligent transport" encourages uploading preprints on preprint servers. The Committee on Publication Ethics (COPE) defines a preprint as 'a scholarly manuscript posted by the author(s) in an openly accessible platform, usually before or in parallel with the peer review process.'
A preprint publication shall not be considered duplicate publication nor shall it influence the editor's decision to publish it in the “Intelligent transport".
The author must notify the editorial board of the “Intelligent transport" about the posted preprint at submission of the manuscript for review, furnishing a link to the preprint with its DOI identifier and the dissemination terms and conditions.
It is the author’s responsibility to add a link to the published manuscript in the preprint record. The link must contain the DOI and the URL of the article published on the journal's website. The original preprint should not be modified based on the reviewer’s and editor’s comments. The preprint should not be replaced with the text of the published article.
Do not delete the preprint text.
Manuscripts Accepted for Publication
The editorial board of the “Intelligent transport" allows manuscripts that have been reviewed and are accepted for publication to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
The text of the manuscript should contain the author’s clarifications about its status and information about the planned publication.
Example: The ARTICLE TITLE has been reviewed, accepted for publication, and will be published in 2021 (3) of the “Intelligent transport".
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Final Versions of Manuscripts
The editorial board of the “Intelligent transport" allows manuscripts that have been peer-reviewed, accepted for publication, edited and ready for publication (proofread and typeset) to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints.
